Zion Shockley - Rosalie Shockley

18 year old Zion Isaiah Shockley shared custody of his daughter Rosalie Faith Crothers-Shockley (pictured in his arms in a profile photo) with her mother (currently unnamed).

On February 10, 2018, he was the primary guardian/caretaker of his infant daughter when police officers responded to a call at 524 E. Harmony street.  Officers found 5 month old Rosalie in cardiac arrest.  Rosalie died at DuPont Hospital for children on February 12, 2018.

Her examination revealed she was bleeding on the brain and from her eyes which is consistent with head trauma from recent and ongoing abuse.  A press release from District Attorney Hogan states, "Investigative findings showed that the child had suffered abusive head trauma on multiple occasions resulting in death".

Hogan also stated that Roasalie's mother, "did everything she could to protect her child".

Police Officers arrested Zion Shockley for the murder of his daughter, Rosalie. Shockley admitted he was playing a game of Call of Duty on February 10, when other online players began to mock him.  He became so enraged that he attacked his own infant daughter.  He admitted to shaking, throwing and dropping the infant, causing her death.

Shockley also admitted to shaking his infant daughter after losing his temper to a video game around Christmas of 2017.

Shockley was charged with first degree murder and other related charges.  He is currently being held in Chester County Prison without bail.

Stepmother of Lucas Hernandez Arrested

Wichita police have arrested Emily Glass, the stepmother of Lucas Hernandez.

Lucas' father was working out of town on Saturday February 17, 2018 when Emily called authorities to report Lucas missing.  She reported that she had left him in his bedroom while she took a shower and a nap.  She checked his room 3 hours later to find Lucas was gone.  It was also stated that his shoes and his coat were still in his room.

Authorities searched the neighborhood, with Officers checking front yards while dogs were used in the back yards.  Authorities also searched the local 216 acre Chilshom Creek Park in Wichita.

An Aunt alleged she had seen signs of abuse on Lucas and had reported this last Spring to the Kansas Department of Childr.  Other reports of violent fights between Lucas' father and stepmother have also been alleged.

According to The Eagle, Lucas' great grandmother reported being told by Lucas himself that his stepmother had kicked him and dragged him across the room.  She stated she had reported these concerns to CPS, who declined to comment.

Yesterday, 2/22/2018, Emily Glass was arrested and charged with 2 counts of child endangerment on  a $50,000.00 bond alleging one child who was endangered the other is a one year old child.

The disappearance of Lucas Hernandez is now considered a criminal investigation by Wichita State Police.

Amber Alert Protocol - Missing Lucas Hernandez

With Arkansas making a recent revision to their own Amber Alert protocol, a new focus on the protocol itself has come into view.  Arkansas State Police had their own version of the Amber Alert, which they called the Morgan Nick Amber Alert, in honor and memory of a 6 year old girl who was abducted on June 9, 1995 from a basketball field in Arkansas.

http://blog.missingkids.com/post/97300568180/a-letter-to-our-missing-daughter-morgan-nick

Recent revisions by Arkansas State Police will include more social media communication and a name change to Arkansas Amber Alert Plan.

On first impression when the news of this revision came up, I thought they'd be changing some of the guidelines.  However, I quickly came to realize, they're not doing that.

The revision stops at the addition of social media and modern technology along with the name change.  Arkansas State Police stated they will continue to follow Amber Alert Guidelines in all missing children cases.

In order for a missing child to "qualify" for an Amber Alert, the following criteria (which is more detailed on the link above) must be met.

1.  An abduction confirmed by Law Enforcement
2.  The child is at risk of serious bodily injury or death
3.  Descriptive Information on the child, abductor and vehicle

However, the Amber Alert guidelines are "recommendations" according to the site.  Which means each state or jurisdiction should have the option to create their own guidelines or criteria.

What changes would you like to see in the current way of handling missing children?  What other criteria or recommendations would you make to Law Enforcement to potentially increase the number of missing children found alive?

When I look at the criteria, I see large gray area.  Since last Saturday 2/17/2018, a 5 year old boy, Lucas Hernandez has been missing from his Wichita home.  While this case has news coverage, there was never an Amber Alert sent out for this child.

Skipping to criteria #2 "A child at risk of injury or death", it doesn't make sense to me that no Amber Alert was sent out.  Any 5 year old child, lost without his shoes, without his coat, in February - is at risk.  Period.

Another point here.  When is a 5 year old, lost, missing, NOT at risk?  They're always at risk.  If he left the home alone, he was not only at risk of exposure, but also at risk of being abducted.

I realize there are rumors of alleged abuse in the case of Lucas Hernandez but it is alleged.

When I look back at the case of Liberty German and Abigail Williams (Libby and Abby), I also see #2 as "qualification" enough.  It was also February and whether or not rumors are true, one or both of these girls could have died of exposure.  The weather alone put them at risk.

I could list case after case where many of us have seen missing children on the news but never received an Amber Alert.  It seems to me Law Enforcement has a narrow view of the criteria by failing to recognize that being lost and the weather itself is a risk of injury or death.

Recently certain rumors have been debunked, such as the rumor that Libby's fingers were cut off.  Libby's mother, confirmed in a recent interview that Libby's fingers had not been cut off.

She stated her fingers appeared dirty but were bruised.

Visitors to the memorial stated both girls' faces were swollen and both were wearing scarves.  This leads people to assume their throats were cut, however this is yet to be verified by LE.

Rumors say Libby was more brutally attacked than Abby.

There are also differing rumors as to whether or not the girls had been sexually assaulted.

Missing Items: None mentioned.

Vehicle: None

DNA: According to Sgt. Holeman, "Very little".

Those who hold a major interest in history, the Civil War, the Revolutionary war also hold the same interest in railroads, trestles and old bridges.

2018 -

My current review of the above crimes shows me these things that are common among all.

1.  Each crime involved two victims. (I will address this later)

2.  In all events the victims' bodies were discovered near a creek or waterway that leads to a major river.

3.  Each of these crimes were in an area that has a history of either War activity (Civil War, Revolutionary War), old Railroads which area also rich in history.  I will address the historical value in relation to these crimes later)

4. No sexual assault has been verified by LE in any of these cases.   In one of these cases a purse was stolen.

5. Various items of clothing (generally undergarments) were in some vehicles.
